With the success of JFK's Peace Corps, the glamorous President turned his attention to a group of Americans too often ignored by government programs: the obscenely rich. The wayward scions of America's poor were given billions in social work and services for their "problem" behavior, but JFK knew from painful personal experience that the equally sociopathic young of the wealthy were left behind. They received mere slaps on the wrist before getting shunted off to Ivy League schools (which boasted little or no success at reform) before entering high level careers in government and industry to inflict their reckless, callow, criminal behavior on the entire free world. Envisioning a cadre of idealistic young people who could turn our moral third world into first world citizens, Jack Kennedy gave the KVA to young Teddy Kennedy to spearhead. Unfortunately, it was scuttled the day before its announcement when JFK's Harvard-trained inner circle botched the reckless, callow, and criminal Bay of Pigs Invasion.
