Many social scientists have endorsed the use of statistical sampling, but Republicans said they could never trust the Clinton administration to use it in an even-handed way. Representative Dick Armey of Texas, the House Republican floor leader, said: "Should we ask the mayor and local officials, or should the federal government use some abstract mathematical model, defined by the Clinton administration, which has politicized everything it has touched in this government?"
