As a result of the High Court's ruling, the bureau's new plans call for an effort to count 100 percent of the households in each census tract, visiting each dwelling several times and making numerous telephone calls to try to get the required data. "The costs just skyrocket as you go after those last hard-to-count and don't-want-to-cooperate," a senior bureau official said.
